CARLTON has nominated ruckman Sam Jacobs and utility Aaron Joseph for rookie elevation for the 2009 season, while Hawthorn has done the same for defender Matthew Suckling and forward Cameron Stokes.

This year, a club is permitted to promote up to two rookies if it has 38 players, not including veterans, on its senior list.

Promotions must also fall within the club's salary cap.

Jacobs, Joseph, Suckling and Stokes – along with Fremantle pair Matthew de Boer and Greg Broughton – are now available for senior selection from round one.

"We have decided to take advantage of the new guidelines introduced by the AFL for this year," general manager of football operations Steven Icke said in a statement released by Carlton.

"As we do not have any veterans we have been applied to elevate two rookie list players, Sam Jacobs and Aaron Joseph, as nominated rookies for 2009."

Jacobs and Joseph featured in each of Carlton's four pre-season games and Joseph ran with Geelong champion Gary Ablett in the NAB Cup semi-final.

Ablett was troubled by Joseph for a lot of the game, but finished the game with 21 possessions.

Joseph, 19, joined the club in the 2008 NAB AFL Rookie Draft and spent his first season at Visy Park with VFL affiliate the Northern Bullants.

Jacobs, 21 next month, is another of Carlton's young ruck prospects and joined its rookie list at the end of 2006.

Senior coach Brett Ratten said after the loss to Geelong that West Australian Jeff Garlett and former Port Adelaide defender Greg Bentley were also making strong claims for elevation.

With recruit Robert Warnock (foot stress fracture) now on its long term injury list, Carlton can elevate an additional rookie during his recovery.

The Hawks elevated Stokes to play nine games last year while Suckling was re-selected in December's rookie draft after an initial two-year stint.

Stokes was a late inclusion for the qualifying final against the Western Bulldogs but a hamstring injury kept him from further selection.
