FORMER Collingwood football boss Geoff Walsh and Fremantle great Matthew Pavlich will headline the panel set to conduct a sweeping review of Carlton's football operations.

The pair will link up with high performance and leadership consultant Graham Lowe, who previously worked with the Western Bulldogs and rugby union's All Blacks.

Hawthorn legend Jason Dunstall was also approached by the Blues, but declined to be involved in the review.

Dunstall and Pavlich played key roles in Adelaide's football department review in 2019.

Carlton's appointments come after incoming president Luke Sayers ordered the mid-season review on the back of disappointing start to 2021.

The Blues entered the year hopeful of ending their finals drought, but are now out of contention with a 4-8 record heading into their bye.

The review will put coach David Teague and his assistants under the spotlight, while the club's fitness program and list management will also be scrutinised.

Sayers and chief executive Cain Liddle will lead the panel, which was announced by outgoing president Mark LoGiudice in a letter to Carlton members on Friday.

"In what is an important process, the experienced panel members will be afforded the time required to conduct the extensive review and as such there will not be an ongoing commentary of the review," LoGiudice wrote.

"The panel will provide the necessary recommendations to the Board, to take the football department forward.

"We understand our members and supporters expect more from an on-field performance perspective.

"As a club, we are fully aware that we exist to win games of football and ultimately win premierships."

Walsh quit as Collingwood's football boss at the end of last season, having spent more than 30 years in the industry and played a key hand in four premiership teams.

Pavlich is Fremantle's games and goals record holder, a six-time All-Australian and former AFL Players Association president.

Change has already begun in Carlton's football department, with long-time assistant coach John Barker leaving the club this week.

The Blues have not played finals since 2013.
