AFL umpires manager Jeff Gieschen has admitted Drew Petrie should have received a free kick for contact over the shoulder in the third quarter of Saturday night's match.

"There's no doubt about that one. There should have been a free kick there," Gieschen told afl.com.au.

The incident occurred at a pivotal time as North Melbourne tried desperately to turn the momentum in the must-win clash.

"It certainly wasn't a mark because Drew (Petrie) hadn't completely controlled the ball, but (Zac) Dawson reached across the shoulder no doubt about that.

"That's a pretty disappointing miss. I know the umpire at that time probably got caught a little bit out of position behind that, but we'd like to think that one of the umpires somewhere would see that because that was pretty obvious and a missed free kick to Drew Petrie for high contact in a marking contest."

Gieschen also defended a decision that saw a free kick paid against captain Brent Harvey following a melee late in the third term.

"There was probably a couple of times he (Brendan Goddard) was taken high, one with a push to the throat/neck area and then when he went to ground there was another contact around the head.

"When players decided to wrestle or get involved in a melee, it's obviously very difficult for an umpire to gain control.

"We tell the umpires to look for the first high contact, look for the first prohibited contact, look for the first player to sling his player to ground in a hold and pay the free kick.

"It wouldn't matter whether it was St Kilda or whether it was Kangaroos, the first player that infringed, we want to pay a free kick to get the game started and break up any melee situation."

Goddard's subsequent kick ended in the hands of Brett Peake who kicked a behind.
