It is believed the club will ask for the No.1 overall as part of their submission.
There has already been significant opposition from rival clubs to the draft assistance request from Gold Coast, which has never finished higher than 14th in its nine AFL seasons.
Melbourne has fallen from a preliminary final to 17th this season, and while membership increased in 2019, crowds have fallen dramatically late in the year, which will adversely impact on accounts.
All clubs which receive extra financial distributions from the AFL appear before the Commission on a rotating basis.
