The Giants will receive a third-round compensation selection for the 26-year-old's exit, currently at No.46.
The Giants have already received a second-round compensation pick for former captain Toby Greene's free agency move to Geelong on a three-year deal.
Briggs played 88 games for GWS after joining the club as the No.34 pick in the 2018 draft.
Richmond has been keen to bolster its ruck department which has been carried by Toby Nankervis since he moved to Punt Road from Sydney at the end of 2016.
"Kieren is an experienced AFL ruckman entering the prime of his career," Richmond Executive General Manager, Football Talent, Blair Hartley said on Friday.
"He enjoys the contested side of the game and brings a physical presence that allows him to compete against the best rucks in the competition.
